Where It Comes From

Winning Techniques was founded by Charles's parents to create a safe, healthy and welcoming place where young people could learn, grow and discover confidence. Charles grew up at the camp and has spent years helping carry that culture forward.

The two rules have shaped Charles and hundreds of campers, staff and families, many of whom are now adults in this community. They also express his approach to public service: protect people and public resources first, then help create the recreation, belonging and shared experiences that make a community worth calling home.

About Charles

Experience Brought Home To Perry.

Charles was raised in Perry Township, attended Evergreen Heights and grew up around Winning Techniques in Emsdale, the camp his parents founded more than 25 years ago. Camp life taught him that safety and trust make growth possible, while fun, friendship and shared responsibility build confidence and belonging. His community involvement also began in his youth, when he served for many years as Treasurer of the Perry District Leo Club, the young Lions service organization. He later served on Perry Township's Parks and Recreation Committee.

His education and international experience developed together. Across seven years, Charles sailed around the world while completing high school, earning an Honours Bachelor of Commerce in International Management from the University of Ottawa, and studying for an MBA at EBS Universität in Germany. Balancing formal study with a global circumnavigation demanded discipline, adaptability and independent judgment.

He later held operations leadership roles at Amazon, helping manage large and highly complex fulfillment operations involving thousands of employees and millions of packages. The work demanded clear budgets, measurable results and accountability for getting difficult projects completed.

When the COVID-19 pandemic brought him home, Charles returned to Perry to help care for his family and support local children. He helped open Winning Techniques early, giving local families a safe, structured place for their children during an exceptionally difficult period. Since then, he has continued working alongside neighbours and local families while investing his experience back into the place that raised him.

Charles also founded Grinmore Consulting Inc., working with businesses on finance, operations and growth. He is now a founding partner of Dragonfruit Ventures, a venture capital fund. These roles have strengthened his ability to assess opportunities, manage risk and turn plans into measurable results.

Charles is running for Council to combine deep local roots with disciplined financial oversight, practical management and a commitment to keeping Perry safe, active and welcoming for the next generation.
